Vermont Home and Community-Based Services (HCBS) Grant Opportunity

The Vermont Home and Community-Based Services (HCBS) Grant Opportunity is a pivotal initiative aimed at bolstering the quality, accessibility, and sustainability of Vermont’s system of care for individuals and their families who rely on HCBS to lead independent and fulfilling lives. With an allocation of up to $20.9 million, this grant program serves as a catalyst for transformative improvements within the HCBS sector. The program is designed to address critical investments across four tracks of funding: infrastructure improvement, workforce development, care model innovation, and organizational performance improvement and compliance.

Grants will be awarded through an application process, which is open until October 12, 2023, and funds will be distributed to successful applicants on a reimbursement basis following the close of the application period.

Nurse Preceptor Incentive Grants Program 

The Nurse Preceptor Incentive Grants Program is a grant opportunity for Vermont’s Critical Access Hospitals and other health care employers being issued by the Agency of Human Services per Act 183 of 2022 and Act 3 of 2023. The intent of the Nurse Preceptor Incentive Grants Program is to increase compensation for nurses who provide student preceptor supervision in Vermont’s Critical Access Hospitals and other Vermont health care settings. To that end, the Program provides grant funds that will enable successful applicants to distribute incentive pay to eligible employees who provide preceptor supervision for student nurses enrolled in Vermont nursing school programs completing clinical training at their organization. Grants will be awarded through an application process, and funds will be distributed to successful applicants on a reimbursement basis following the close of the application period.

Nursing Apprenticeship and Pipeline Grant Program

The Nursing Apprenticeship and Pipeline Grant Program is a grant opportunity for Vermont’s health care employers being issued by the Agency of Human Services per Act 183 of 2022 and Act 83 of 2022, Section 72 (as amended by Act 3 of 2023, Section 73). The intent of the Nursing Apprenticeship and Pipeline Grant Program is to: 1) Establish or expand partnerships with Vermont nursing schools to create nursing pipeline or apprenticeship programs to train members of the provider’s existing staff to become higher level nursing students, and 2) Provide funding for employees for tuition and fees at Vermont nursing schools and living costs while attending the program. Grants will be awarded through an application process, and funds will be distributed to successful applicants on a reimbursement basis following the close of the application period.

Previous guidance issued under the Governor’s Executive Order 01-20 concerning the Covid-19 pandemic, and provided to health care providers licensed under Title 26 of the Vermont Statutes Annotated, are hereby rescinded.
