Information on Changes to PNMI Rate Setting Rules

The Division has adopted a one-year transitional provision to the PNMI rate setting rules, Methods, Standards, and Principles for Establishing Payment Rates for Private Nonmedical Institutions Providing Residential Child Care Services. This transitional provisional is aimed at simplifying the PNMI rate setting process for state fiscal year 2009 while the Division, in conjunction with Vermont residential child care providers, considers and implements more substantive changes to the current system of PNMI rate setting to be applied to PNMI rates as of July 1, 2009.
This one-year transitional provision simplifies the PNMI rate setting process for one year, state fiscal year 2009 (July 1, 2008 through June 30, 2009), by increasing providers’ rates by 3.75 percent from the prior year’s final per diem rates. Providers are not required to submit funding applications or other financial information during state fiscal year 2009 to receive the 3.75 percent increase. This rule also brings all providers onto the state fiscal year rate cycle, expands the provisions of Section 8 rate adjustments available during state fiscal year 2009 and changes the rate setting methodologies for PNMI programs that are categorized as short-term crisis programs with typical lengths of stay of ten days or less to ensure that these programs receive adequate funding.
