A. 1193 North Ave. Building Relocation Meeting
May 8, 2007

Goal: Review preliminary architect plans for both 101 Cherry St. and Rossignol,
Williston sites; Identify next steps in relocation process.

- 101 Cherry St. - Discussion regarding flow of consumer traffic throughout the space, need for both private offices and cubicles on both levels and accessibility for both consumers and staff. Issues raised and follow-up assignments as appropriate include:
- Top/second floor – Reception/Waiting area with sliding window and security station – Jane will follow up with Charly D.
- Use of side door from the Cherry Street level as main entrance with staff meeting consumers on top level and escorting to cubicles. Need to open up one side of the existing staircase for access between the lower and upper floors – Guy will follow up with 101 Cherry Street listing agent.
- Health Dept. will place one clerical in the Reception area and have one office space on the first floor
- ESD Plan is to have majority of BPS work on the top floor with some clerical and 3 supervisors; remaining staff to be housed on the first floor with only keypad access from the mall foyer/elevator location.
- Total staff using this space – 51 (Primary Office space for 49 ESD plus 2 Rotating VDH)
- Rossignol/Williston – Following brief discussion, it was agreed another trip to the site was needed to look at how space could be redesigned with minimal construction. Follow up:
- Tentative site visit - 3:30, May 9. Guy will follow up with BGS to arrange visit for VDH & FSD.
- Larry and Marc will provide a “bubble map” flow chart of daily work flow for FSD to assist with floor design.
- Security issues – same as 101 Cherry Street – Jane will follow up with Charley D.
- Total staff using this space – 85 (Primary office space for 64 FSD, 28 VDH, 1 ESD Fraud Investigator, 1 ESD Office & 1 Field Services Office)
- We are also requesting 3 shared office spaces for community partners.
- DOL – Jane and Mark have been in contact with John Vowels, DOL District Manager regarding the use of this space and relocation of staff within the current office configuration. Jane & Mark will meet with him next week to finalize space usage plan.
- Total Staff in this space – 10 (Primary Office space for 6 Field Service , 1 ESD Fraud Investigator, 1 DOC IWI Coordinator plus 2 FSD Offices)
- Conference Rooms on site – as well as those at 101 & 108 will be utilized by all staff in the AHS downtown campus.
- Following our site visit on Wednesday, Guy will redraft plans for both sites for review by Management Team for review. Next meeting for large building update set for Thurs., May 10 from 8 – 9 am. Management Team to meet with Guy as soon as next draft is available.

Staff apprised of the status of the relocation process informed the hoped for target date for relocation is Labor Day. There are many variables that need to fall in line to make this happen, and the move will most likely happen in stages as sites are fitted up with appropriate infrastructure. Mike provided an update regarding the zoning issue in Williston – the first hurdle has been cleared and it will go to the Select Board in June. Other questions were raised by staff and will be sent to the appropriate entity with answers included in the weekly updates.
· What kind of cleaning process will be put in place for the duct system at the Williston site?
· Will there be Radon testing at the 101 Cherry Street site?
· Given the change in the way RUCM will be conducting their work – providing more visits to community and home sites, ready access to vehicles is critical from the 101 Cherry Street site. How will this be ensured?
· Can BGS arrange another tour of the 101 Cherry Street site for staff?
· Regarding the Winooski site – will there be permanent staff assigned to the 2 ESD offices located there?
The staff present expressed their thanks for the progress made to date on this relocation process.
II. Other Considerations/Updates
A. Winooski Site
In addition to the staff currently located in the Winooski Office, additional staff and service delivery will take place at this site. Specifically:
- Increased use of the clinic space for VDH WIC Clinics
- Increased use of the visitation space by FSD for supervised family visitations
- One additional office for use by ESD to provide BPS and RUCM services.
B. Williston Zoning Issues
It seems there is a good chance that the Rossignol facility will be able to be zoned to accommodate the needs of the AHS. If all goes well, it appears that the approval process could range from 30 to 60 days and fit up would begin immediately thereafter.
C. Proposed Timetable
The current proposed timetable targets Labor Day as the anticipated date to complete the moves from North Avenue to other locations, not withstanding delays associated with zoning and/or renovations. This could happen in stages, as sites are retrofitted, possibly in the following order:
· 1st – Winooski and DOL
· 2nd – 101 Cherry
· 3rd - Rossignol
