The Tobacco Evaluation & Review Board

The Vermont Tobacco Evaluation & Review Board was established by the Legislature, effective July 2000, as an independent board. The board establishes a budget, program criteria, and policy recommendations and oversees evaluation of the tobacco control program. The board is also required to submit a budget recommendation for the comprehensive Tobacco Control Program every October to the Governor and the Legislature for the next fiscal year. The board also submits an annual report to the Legislature on progress of the Tobacco Control Program every January. The board's 2008 annual report was delivered to the Governor and General Assembly on January 15.
The Board's FY09 Tobacco Control Budget Recommendation
The board is required to submit an annual tobacco control budget recomendation to the Governor and the Legislature on October 1. At its September 19 meeting, the board voted to recommend a FY09 tobacco control program budget of $8,452,604, an increase of $3,227,657 over the current budget.

Board Minutes
The Board generally meets once a month in Montpelier for two hours and are open to the public. For more information, contact the administrator by telephone at (802) 241-2555 or by email at tobaccoboard@ahs.state.vt.us
The Board's Committees
The board has five committees: cessation, community and school programs, enforcement, evaluation, media and public education. Each committee convenes as necessary throughout the year. Request for Proposals for Grants and Contracts
The Tobacco Control Program in Vermont is implemented through three departments of state government and their partners, grantees, and contractors. The Department of Health has the largest appropriation for tobacco control and the greatest number of activities. The Department of Education is responsible for the school-based tobacco use prevention program, which they operate through grants to school supervisory districts/unions. The Department of Liquor Control is responsible for training retail clerks to comply with the laws prohibiting tobacco sales to minors and with conducting compliance checks of retailers in accordance with federal Synar requirements. The Tobacco Evaluation & Review Board is charged by the Legislature with responsibility for independent evaluation of the entire program.

Vermont’s Comprehensive Tobacco Control Program
This program includes seven components that the Centers for Disease Control and Prevention (CDC) recommend as essential to success: community-based coalitions, school prevention curricula and policies, cessation services, statewide provider education, media and public education, enforcement and evaluation.

This meeting will be held from 3:00 - 5:00 p.m. in Stanley Hall, Room 100, Waterbury Complex
July 18, 2007 Board Meeting
PLEASE NOTE: This board meeting will be held by conference call. The board will meet by conference call on July 18, 2007 to review and approve the upcoming secondhand smoke media campaign. The scheduled meeting in the 4th floor conference room at the Pavilion will not be held on July 18. For more information, call 241-2555.
August 15, 2007 Board Meeting CANCELED
The August meeting is canceled to give the board's five committees time to review the FY08 line items relevant to their committee and recommend an FY09 budget for the entire board's review/approval on September 19, 2007. For more information, call 241-2555.
September 19, 2007 Board Meeting
The board is required to submit a recommendation to the Governor and the Legislature for the annual tobacco control program budget. The board will vote on its FY2009 budget recommendation on September 19, 2007. The board invites public comment prior to the vote. Please submit comments via fax, mail or email listed below by September 12, 2007. For more information, call 802-241-2555.

Adult Tobacco Survey 2001-2006: Summary RTI Evaluation
A Power Point Presentation presented by Theodore W. Marcy, MD, MPH, board chair, at the April 25 board meeting. Dr. Marcy highlighted the results of the RTI's independent evaluation of the Adult Tobacco Surveys from 2001-2006.

Scientific Advisory Panel
Experts will convene to review Vermont smoking cessation services and develop recommendations to coordinate network of services to help Vermonters quit smoking.
